EXECUTIVE DIRECTOR

General Description:

Reports to and is appointed by the Board of Directors. Accountable to the Board of Directors. Contracted. Term of office is of negotiated length.

Principle Duties and Responsibilities:

Supervises and is responsible for all areas of agency administration and management.

1. Provides the dynamic leadership necessary to position the clinics at the forefront among progressive health care providers.

2. Provides and maintains overall responsibility for the center, including culture, quality of client service, public and government relations, prioritization of strategic initiatives and projects, communications, financial management, facility management, staff management and team building/development. Develops and recommends intermediate and long-range goals and plans for the clinics. Implements those goals and objectives, as well as policies set forth by the Board of Directors.

3. Responsible for identifying service needs and establishing working relationships with other local providers of health, social, religious and educational services. Provides leadership in establishing priorities and in initiating the development of community based strategic alliances, partnerships, and networks as appropriate in order to implement community-wide solutions and achieve quality service results.

4. Provides leadership in preserving the quality, legality and ethical standards of all Center services. Ensures operational compliance with all federal, state, and local laws and regulations. Maintains appropriate professional credentialing, including licensing, insurance requirements and accreditation standards, as appropriate.

5. Reviews progress and activity reports, assesses effectiveness of operations and determines need for improvement.

6. Proposes the annual budget and works with the Finance Director to administer and maintain control over the budget once approved.

7. Guides business affairs to ensure that funds are collected and expanded prudently, and that the asset base is strengthened.

8. Develops and implements fund development plan which includes securing and maintaining Federal Grants.

9. Selects or oversees the selection and assignment of staff, assuring equal employment opportunity in hiring, promotion, and other employment practices; identifies staff development needs and assures that training is obtained; and ensures that proper labor relations and conditions of employment are maintained.

10. Facilitates communications, both internal and external, and articulates the system’s health care values to the community.

11. Serves as the health care entity’s representative to the community it serves, government agencies, and appropriate health care organizations. Stays current on federal, state, and local initiatives that may enhance or impact the funding of services.

12. Presents to the board (and their committees) periodic reports reflecting the professional service of the clinics. Prepares and submits any special reports that may be required by the board.

13. Generates public and staff confidence, interest, and participation in agency programs; motivates staff toward the accomplishment of program objectives; influences authorities to favorable actions regarding the program area.

14. Performs all other duties and projects as assigned.

  11. Ability and willingness to delegate assignments, authority, and responsibility, to determine where a task can most appropriately be accomplished, and to establish management controls for follow-up.

  13. Knowledgeable of federal, state, and local relationships as these impact Advantage Health.
  14. Ability to act alone, to make independent judgments or decisions, and to take the initiative in influencing events.

  16. Ability to utilize a computer and email software programs.
  17. Ability to drive and/or provide own transportation to various sites.

Education and Experience:

  • Master’s degree (or equivalent experience) in health services administration, business administration, or a related area of graduate study.
  • Previous experience with Community Health Center Management
  • Past experience working and developing relationships with an executive board.
  • 5+ years of administrative experience in a health care setting at progressively more responsible management levels is preferred. However, this individual could also have attained significant management experience in other related industries.
